Criminal record checks at airport
After the UK media published stories in respect of non-UK citizens being in possession of an airside security pass without having criminal record checks completed in their home country, Guernsey Airport has defined the situation locally.
The National Aviation Security Programme, which determines airport security in the UK, is replicated in Guernsey and Alderney and Guernsey Airport is audited against its standards on a frequent basis by the custodians of that programme, the UK Department for Transport.
The programme includes specific requirements for criminal record checks on airside pass holders.
Firstly criminal record checks are conducted on all airside pass holders (irrespective of their country of birth). These checks are completed locally and are actually more comprehensive than the checks undertaken in the UK. However, as with the UK, these checks do not extend to law enforcement agencies on mainland Europe or further afield (i.e. where an applicant was not born in the UK or the Bailiwick).
The UK Department of Transport has been quoted as stating that "attempting to check overseas records would require the co-operation of a large number of foreign countries, delays and complex comparisons of international legal systems." (fom citv online)
Certainly needed provided that is covers all European Countries
In the meantime Guernsey Airport Management is awaiting further advice, along with other UK airport operators, from the UK Department for Transport.
