Income Tax Refund

I was just thinking after seeing a cheque for £3.60 rebate from the Income Tax, the cost involved of producing that cheque must be over £20.00.
It must be more logical to state that refunds under a certain value will not be issued, and the credit carried forward to the next year
Or am I wrong in my thinking?
