It has been a privilege to represent the South East in the States Assembly for the last four years. In that time I have served on the board of the Health and Social Services Department, the Scrutiny Committee, the Social Policy Group and the Douzaine Liaison Group. The code of conduct for deputies says that they should take decisions solely in terms of the public interest. I do believe that I have done that even when those decisions have been in conflict with campaigns from vociferous pressure groups.

I have supported an on Island solution for solid waste disposal because I believe that this is the most environmentally cost effective sustainable solution. I have supported legislation regulating the sale of herbal medicines to ensure that our legislation provides the best protection for the people of Guernsey. I have campaigned for more sensible use of the housing laws with relation to 5 year and 15 year licenses to aid the long term stability of companies based in Guernsey and enable the health and education services to retain valuable staff. I have supported the works being undertaken at the airport, which is vital for us to meet international safety standards.

I have been critical of civil servants in the Health and Social Services Department and the Housing Department, which has resulted in my being taken before the Code of Conduct panel on two occasions but I stand by my actions as being fundamental to the effective governance of the States. One fellow deputy said that the difference between me and a Rottweiler was that the Rottweiler eventually let go. I took this as a compliment. Recent events in the Education Department, which have led to the resignation of the Minister and the Board, have made my fellow deputies think again about their responsibilities. Perhaps my more robust approach was not wrong after all.

In November 2010 I asked the Chief Minister who appraised the Chief Officers. He had to admit that no one did. They were only responsible to their boards, which had very limited powers to hold them to account. As a result of these questions the structure was changed so that Chief Officers now report to the Chief Executive. My criticism of safety issues in the hospital resulted in an investigation into the maternity services. The Royal College of Midwives found that our service was much better than that provided in the UK. However a number of potential risks were identified and dealing with these has improved safety.

I campaigned for bowel cancer screening which has now been introduced and which has already saved lives.

I successfully introduced an amendment to ban the sale of cigarettes from vending machines to reduce sales to children.

I have asked a number of questions in the Assembly, which have uncovered serious waste of public money in the Health and Social Services Department.
