Chief Minister's role could be halved

Post by GD on Mon 20 Feb 2012, 4:53 pm

Guernsey's Chief Minister could be stripped of half his workload under radical reforms being proposed for the island's government.

A total of fifty recommendations for improving the way States business is conducted are being put forward jointly by the Scrutiny, Public Accounts and States Assembly and Constitution Committees.

Among them is a plan to beef up the role of the Deputy Chief Minister.

At the moment the Chief Minister has two main purposes. Firstly, to coordinate domestic policy, and secondly, to represent Guernsey externally.

The recommendation is that Guernsey continues to have a full time Chief Minister but also, for the first time, a full time Deputy Chief Minister - a job currently bolted onto another minister's portfolio.

Those two people would then decide between themselves who'd be best suited to look after domestic affairs and who'd be best to fly the flag overseas.

But not everyone agrees. A letter from the Policy Council, signed by the Chief Minister Deputy Lyndon Trott, suggests the views of ministers have not been properly considered and that there are bigger issues that need to be dealt with right now.

For that reason they say it would be "premature" for the States to debate and vote on the report at the moment.

Regardless, it will go to the States next month.
