Island-wide voting to be debated in Guernsey

Plans to elect all 45 of Guernsey's politicians on an island-wide basis will go before the States in February.
Currently the island is divided into seven electoral districts, each electing six or seven deputies.
The States Assembly and Constitution Committee said a public consultation, with nearly 7,000 responses, showed an appetite for the change in elections.
Deputy Mary Lowe, Vice Chairman, said the recommendation followed a great deal of consideration.
The last report into the issue was not debated as deputies thought it lacked detail and asked for the committee to return with a more detailed proposition.
"We spent a lot of time going through the various options... and comparing that to the public consultation process," Deputy Lowe said.
The committee's proposals are for all 45 deputies to be elected by the whole island, with each islander having 45 votes.
The chairman, Deputy Ivan Rihoy, has placed a minority report with an alternative proposal for two separate elections, of 10 island deputies and 35 district deputies, held one month apart.
The island deputy role is similar to the conseiller, a political title still used in Sark, which had been used in the island since World War II but was abandoned by the States in 2000.'Years of work'
However, Deputy Rihoy has denied an attempt to bring back the old system, but said he was using it as a base.
"Logistically what I and my seconder [Deputy Jan Kuttelwascher] are putting forward can work... it's a proven system," he said.
He added that going against his committee had been a difficult decision, but one he felt was necessary.
"I think there is a vast majority of members in the States who do support some form of island-wide voting, but not necessarily full island-wide voting," he said.
"So I thought 'I don't want to see years of hard work lost'."
Deputy Rihoy said that as a supporter of island-wide voting, even before he was elected in 1985, he hoped one or the other got through. (from BBC)

Seems to me that if you go for this, some areas of the Island are going to be unrepresented. Especially those out of Town.

how would some of the parishes be unrepresented... we need island wide voting..when a chief minister is elected into the post after coming almost bottom in his parish voting it says it all..he wouldnt have got in at all if voting was island wide x

Thistle, if a chap is elected as representing a particular Parish of the Island, he wil hopefully take an interest in the needs of that Parish, in this way all areas are specifically represented and the people of that Parish have someone they can go to re. Parish problems.

If all the Representives are merely representing the whole Island, then there are going to be some Parishes that do not have any Representive with any particlar interest in their needs, therefore they are unrepresented.

I suspect that Representives voted in on an all Island system would have little interest in anything outside of Town, St Sampsons or the Airport. ( Or anything affecting the area where they live )

expect to see a low voter turn-out too for Island Wide Voting.

cant be any lower than last time around in the election..island wide is a fairer system ...kingcole we would still have our parish system with the douzaines and constables x

True, but they have no real powers and little influence. Look at what happened when the Constable tried to sort out the Cobo carpark mess, he got slapped down and had to back off.

YOu are wrong there KingColemk.many douziane are very active and supportive within the parish the represent
it is a shame that those who constantly moan about parish stuff never attend a parish meeting
at these all parish matters can be spoken about and questions raised will be taken into the Douzaine meetings.
the events of the car park at Cobo was a legal problem.
as for having an island wide election .this is what most want and i can see we will have a completely different states of deliberation at the end of it
and a lot of high profile deputies will be saying goodbye .
but we will need to elect stage by stage not all at the same time
and i also think we do not need so many
but perhaps we could have one member as a douziane rep to sit in on the states to speak up for their parish
as not all deputies do attend the douzaine meeting to take to the parish before the debate s
this i feel should be part of being a deputy ,they should go into the douzaine meeting at the start of the meeting when the billets are talked about .
And then if any parish matter come forwards they will be able to hear from the parish reps on what the parish wants from them.

It is so important to keep out parish reps ,as long ads they want want it good for their own parish and do not have another agenda .
this is part of Guernsey history ,and it should remain so.
