OECD chief Angel Gurria had provided a list of 46 names, including Guernsey and Jersey.
the list also apparently features Switzerland, Singapore, Costa Rica, the Cayman Islands, Montserrat, Chile, Grenada, Guatemala, Hong Kong, Liberia, Panama, the Philippines, San Marino and Uruguay, Gibraltar as well as a host of Pacific and Caribbean islands.

LT may well have signed enough papers. Gsy has signed bi-lateral tax agreements with 9 countries in the last year. Check out http://www.oecd.org/document/52/0,3343,en_33873108_33873870_42017012_1_1_1_1,00.html The word blacklist makes one stand up and listen but take away only the blacklist part. The OECD will be grading white/gre/black Gsy may very well be in the white area which will not be so bad.
