States are bad bosses

As employers, Guernsey States are not good bosses.
A review is urging the States to change the way it deals with all public sector staff.
Dr Graham Robinson was was asked by the Policy Council to carry out the review. He's found what he calls considerable confusion as to how the States assigns and exercises its responsibilities as an employer.
He recommends they set up a single Public Employment Board which will operate at arms length from States departments. (from Channel Online)
