I first brought the runway up at the 2004 general election. We have dithered and waited until it is falling apart. All very frustrating. I felt like a good shout.

not surprised you are shouting ..bringing up the runway must have hurt your throat.
If you do get in ... will you continue shouting as it is not going to cost so much to do this project and the money is now not there to do it

May I suggest that you re-read the second half of your sentence as it contradicts itself. ' Shouting ' here is not the same as proper shouting.
